Shading and Borders on Tiles and Portlets - phase 1

Apply borders and/or shading to your tiles and portlets to promote important information.
Please note, phase one of this will involve managing the shading for tiles on cover pages only. Portlets will be managed in the phase 2 of this project.
Proposal
We will add the option to select to shade a background on a per tile and per portlet basis. This will remain part of the theme of the site with appropriate colour. We would suggest that the default position should be that we apply the same colour as the quick facts box, and this can be changed if required.

As an editor I want to have an additional edit field within my tiles and portlets, so that I can configure the tile or portlet to have a background colour (which by default will be the colour of my 'quick facts' portlet)

As a user I want to see all portlets / tiles (for which it does make sense) with tile background or border according to visual settings implemented by the site editor

Yes, I mean background shading rather than drop shadows. Though for consistency I would rather the background colour was either just grey or tied in with the colour of our website theme. A range of colours could get confusing for users.
The intention here is that it will be background shading, not drop shadows. It is not envisaged that there will be different colours to choose from, each site theme will have a colour that corresponds with the theme design to keep consistency, and this is likely to be the colour of the quick facts box.

Hopefully shading means background colours rather than drop shadows. Backgrounds for portlets would help to make them stand out a little more, however it is sometimes really difficult to get the balance right. Perhaps, if background colours were available, we could ask the designer to draw up some recommendations for how to use them to the best effect (e.g. a few examples)
