Develop the functionality that allows an editor to define whether the horizontal and in section navigation is persistent when a user scrolls down some content on the website, so that they do not have to scroll up to navigate to a different section/page.
AS A USER I want to see the horizontal navigation to stick to the top of the browser window if it is set to be so SO THAT I can still see it when I scroll below the fold.
AS AN EDITOR I want to see the horizontal navigation to stick underneath the default Haiku Manager bar if it is set to be so SO THAT I can still see it when I scroll below the fold.
AS AN ADMIN I want to be able to choose whether this functionality is turned on or off on my site SO THAT I can ensure that I have control over the look and feel of my site.
The title bar menu should remain visible at the top of the page as a user scroll down the page.
What is the reason that you need to be able to do this? This will improve navigation of the site, meaning that users don't have to scroll back to the top of the page to visit other sections.
What is the impact of you not being able to do this?Website seems 'behind the times' compared to many modern sites, and less user-centric compared to many others. Poor ease of navigation may also increase bounce rate when we want to keep visitors on the site.
