Improvement of events filtering

This feature improves the usability for users visiting the event section of a Haiku website.

Proposal

Currently, the filters are shown down the right hand side of the events page. This means that the filters are not always clear to a user. It also means that there is no space to use the right side of the page to promote other content, if all of the filters are in use. We will move the filters to show above the list of events, and ensure that they are flexible, so that each Haiku website can use them as they wish.
